This can be a problem for example with some classical music, where you have parts that are meant to be soft, like with a soprano gently singing with only one violin playing, then the next movement has a bunch more instruments kicking in. Alternately, your ears might prefer to hear the softer parts to be louder, and without it, at the setting where you need the softer parts to be, the louder parts are too loud, and may even be clipping when enabled, the louder parts are softened and maybe also the softer parts are made louder, so they approach a range where you hear everything in more equal terms at the same volume setting.

this is my exact issue all my drivers and such are up to date of course i turn ALL my other games down to about 15-20% and master is at 50% so they are not cranked and i can hear friends on ventrillo or skype but with this game even with it all maxed i mean volume and master and maxed in game its a whisper this game is a GTA style game where runnin around listening to ingame music is the thing usually in them style games due to the good music i turn them to 50-60% so i can hear the music cranked and still enjoy the game and such this one tho i tried using a EXTERNAL amp for the headphones and it DOES make it louder sure but any other sound that comes in will damn near blow the speakers or make me deaf please fix this ASAP its been too long since game launched with this issue and there is THOUSANDS of forum post with same issue. To solve the issue, you can choose to enable the feature loudness equalization. I think we have enough people reporting it, probably all with a list of games they could rattle off like I did where they don't have the problem, to know that this is Watch Dogs at fault, not our rigs or settings. Dont try to do anything clever with the EQ, just turn the volume down.
I am going to be using Songbird to play my music. I use Vistas built-in Bass Boost and Low Frequency Protection (80Hz, +6dB). Same rig, same audio, different games and most of then I turn the in-game volume down to about 30 (out of 100) and even then they are far louder than Watch dogs. I use Vistas built-in Loudness Equalization (default parameters). 100% on the in game sliders, 100% on the mixer for main audio as well as game audio, 100% on headphones and the only reason I can follow the story are the subtitles.
